If you're getting your CDL for the first time, there's one federal requirement you can't skip: Entry-Level Driver Training, or ELDT. It's not optional, and where you complete it matters just as much as that you complete it.
What is ELDT?
ELDT is a federal standard set by the Federal Motor Carrier Safety Administration (FMCSA) under 49 CFR Part 380. Since February 7, 2022, it applies to anyone who is:
- Obtaining a Class A or Class B CDL for the first time
- Upgrading from a Class B to a Class A CDL
- Obtaining a passenger (P), school bus (S), or hazardous materials (H) endorsement for the first time
ELDT has two parts — theory (knowledge instruction on vehicle operation, safety, and regulations) and behind-the-wheel (hands-on range and public-road training). Importantly, ELDT is proficiency-based, not hours-based: there's no federal minimum number of hours. You demonstrate the required skills, and your provider certifies your completion.
Why it matters: the Training Provider Registry
Here's the part that trips people up. To count, your ELDT must be completed with a provider listed on the FMCSA Training Provider Registry (TPR) — and the provider reports your completion directly to FMCSA. Your state (Florida included) checks that registry before it will let you take the CDL skills test.
That means: training from a school that is not on the TPR will not count. The state literally cannot issue your CDL until a registered provider has certified your ELDT. People who train with the wrong school can lose time and money and have to start over.
